No, I'm pretty sure that one's natural.

Just checked the DVD. yep. part of the movie.

and Chrono, timing changes don't count, otherwise half the movie would be effects. So speed ups and reversed footage doesn't count

That's not a flash, it's a fade. If you look closely, the train just passed, leaving a white background.
