Anyone know how to make animated view frames and shapes in After Effects like what you see in Bleach Technique Beat by Decoy? The best example is probably at 3:12-3:13. It creates a highlighted section of the video by animating lines together until they make shapes, and moving them, and also has a moving target effect like you see in the Ironman movie.
I am using After Effects CS3 and have some ideas of my own that I'd like to bring to life, but I have no clue on how to create them, and I figure this would be a good example as a starting point to learn. Once the technique is figured out I think I should be able to come up with more creative effects.
Also, how is the thin borders colored and animated like that? (In this video it would be black, but I have seen white and yellow before too.)
Anyone know how these effects are created?

you could use shape layers, masked solids or stroked mask paths to do it all in ae. if you have PS or illustrator you can design your elements in layered docs and import them into ae to animate.
additive blends, reduced opacity and a touch of glow will get you that overlay look.
