Help!!!!! How to remove background!!!

Okay, not sure this is the right place.
I'm just wondering. How to remove the background of a video?
Example: I have a clip of Leluoch (from Code Geass) removing his mask. I want to get rid of the background but keep the character and add a different background.
Does anyone who how to do this?

Look through this section and find the many threads on Masking or Rotoscoping...

in essence its a frame by frame type of editing

What program do you recommend for this.
For some reason my Sony Vegas has no masking function...
Also my Photshop CS3 doesn't work...
So which program do you recommend on cutting out the background of a video...

*facepalm* if your Vegas has no masking option it's probably Movie Studio version....
