AMV transition

AMV transition

Hi,
could someone help me figure out how can i do this transition in Sony Vegas. Do I need plugin or not?

Example (0:38 - 0:40)

All of those are standard effects. First, the sony black and white effect was used. The next effect can achieved a number of ways, but the easiest is probably to simply add the TV simulator effect, and then changing the vertical sync value from 1.0 to something lower depending on how fast you want the scene to scroll down. Then you can add a fade to black or crossfade to a black solid.
