Saturation/contrast/effect. Which one has been used?

I would like to know which effect has been used here, not the same exact one but something that would do a similar "color changing" thing. Here's a screencap with the effect:

The blurring on the edges makes me want to say its Magic Bullet Looks.
It's a super useful plugin for Vegas/Premiere/After Effects that has almost limitless possibilities when it comes to coloring and additional effects like that glow and blur.
