How do you cut out characters?

Just as the title says.
I've been wondering how to do this for a very long time (I've been making AMVs for 1 year).
Is it the program, or is it something that all programs can do. I have Movie Studio Platinum 12.0 (64-bit).
If you can, please tell me because I would love to know :asd:

if you're referring to what i think you're referring to: right click the clip, "video event pan/crop", at the bottom left hand of the dialogue box click on "mask" and check the box. then you can select the pen tool on the left and create anchor points around an object/character. and if you mean literally cut out, after tracing the character you can change the "mode" on the left to "negative".

that said, i wouldn't recommend using sony vegas for masking, although it does suffice. from my experience the masking feature (or maybe the program itself?) isn't very frame accurate and it can be frustrating to work with.

the more important question would be. how do you achieve the desired effect in Adobe After Effects CC for example?

i know you rotoscope an area and then propogate the frames. but a step by step on actually getting it frame accurate would be really useful. Thanks.

You do it on each frame. That's all there is to it.

Haha. Wow. I do have my work cut out for me i see. With 23 frames in each second. I guess i might remain a simple AMV creator.

Anime is made on the cheap, so you'll usually only be dealing with 8 or 12 frames per second.
