Yes, i think you can use them in an action amv, but if you want a great flow, imho, using clips that have lots of motion it's easier than using track motion ecc... And if you don't use them poperly the final result may be unsatisfactory

Know your clips and the music well, study the anime you are using and the flow of your music. This may seem odd but don't use a English lyric song for your first. I suggest this because it helps you not get hung up on the lyrics and you can focus on the sync better.

On the subject of slower or static clips, effects are your friend, pan too.
