something like this is just so hard to define, So many different styles of music keep me from thinking what a "best" should be.

here's my list

Best Vocal,
Male: Victor Manuelle, or maynard (from tool, And a perfect circle)
Female: La India

best guitarist... You know, I can't hear the word guitarist and not have Stevie Ray Vaughn pop up first in my head second would be santana.

Drummer: Tito puentes

anything else would just be broken into my favorite of whatever genre.

I don't know why everyone is so up in arms about Maynard. He doesn't have any range at all. Very little variance in his voice from song to song. He changes melodies, and thats about it. Tool is a great band, but it's carried by their musical talent, and definitely NOT vocals (though I don't see a better fit for the band than Maynard). A Perfect Circle is terrible. I would never, for example, want Maynard to sing for any band that was not excessively wierd. A 'best' vocalist should be able to sing a variety of types of music. Maynard cannot, simply.

I agree with this, the very reason my choices for best death and clean vocals are those listed above, if you havent heard chastisement Johan's vocals on their albums and live are completely different and has even incorporated both into each other to make it sound different at each gig, not just the same old growls at the most obvious moments and so forth.
