Assuming that you believe prostitution to be a moral act, then legalising and regulating prostitution is a moral act because otherwise the basic element of the activity- the exchange of money for sex- is clouded by forced drug use, abuse, shipping of sex slaves, and a lot of other issues. Bringing it into the eye of the law goes a long way towards eliminating the dangerous elements of the profession and giving those that want a way out of the profession access to one. This is a similar argument to why drug legalisation could be considered moral- because you can overall do more good for people by legalising it than you might do harm by making drug use higher- it's related to something called the Doctrine of Double Effect.
In terms of whether or not the actual prostitution is moral, that's a lot longer and harder but as with most moral issues you are looking at harm vs benefit and individual vs society-wide versions.
