---------- SEVEN CATEGORIES ----------
1. INTENSITY:
Similar to an 'Action' category. A strong and solid audio and visual story engaging the audience with impact, high suspense, and gripping scenes throughout.
2. GENKI!
The sugar-blast category. Light and fun exuberant works, possibly using dance beat. Themes with a fun-for-all, positive feel or outcome.
3. JIDAIGEKKI, (plus a Little Afterward):
This category is an open format, with the only criterion being anime illustrating any Japanese historical settings up through the Tai-Sho Era (大正時代, ending in 1926.)
4. RETRO Each submission must satisfy two of the three
conditions a-b-c below:
[a] Video is any anime from released before or during 1995AD,
and excluding Neon Genesis Evangelion.
Video color must be mostly or completely de-saturated to
appear as tratitional black and white footage or heavily aged
footage. Screen treatment such as scratches, silent movie era
text frames, or mechanical projector foibles are optional.
[c] Audio is any music, radio, or TV broadcasts released before
or during 1995AD.
5. RANDOM AMUSEMENT:
This is a broader category than Comedy / Parody; it also includes bizarre or off-beat works that con-fuse as well as a-muse.
6. TRAILERS:
Includes fake commercials, TV spots, and movie and game trailers. May use actual advertising audio or a fictitious creation in the style of a commercial, trailer, or fake episode opening credits. Serious and intriguing dual-openers will also show in this category. Comedy trailers may get redirected to RANDOM AMUSEMENT.
7. EFFECTS:
This is where the high-speed music and flashy stuff meet. Take your Bonine® and buckle in!

The retro rules intrigue, but I have to be anal and pose the question:
Since you allow for sources that are modified in such a way to appear older, would there be an allowance for audio sources of this nature? I have a video in mind that was sourced from an anime released pre-90's, but the song used was first preformed in April of 1997. This is here the plot thickens, the cover of this particular song that I am using is preformed in the manor (albeit satirical) of an early 20th century lounge musician. Would or could this be considered under said ruling?

Typically, exceptions to the rules are only extended by judges during the screening and selection event.
(I cannot predict nor control how the judges will make their selections, though.)
One allowance we have come up with for situations like these is the new 'two versions can count as one' rule in which you make one version which fits the category as written, and then you can submit a second version with the variation you want to try, and that way if the judges DON'T agree that it's close enough, then at least you have a back-up version for them to consider.
So you could try your story with the music you have in mind now, and also submit a second version that actually satisfies two out of the three criteria.
Similarly, the 4min 40sec deadline has been stretched a bit from time to time if the AMV was totally cool and entertaining for the full (extended) duration.

The judging will follow over the weekend.
Anything received after the deadlines is retained for the next year's contest.
The judges select up to 6 AMVs per category, and they also select a Judge's Choice winner.
The AMVs are shown at the Kumoricon convention ( 4~6 Sep 2010 )
The contest playlist of selected AMVs is posted shortly before or during the convention.
Category and Best of Show winners are determined by audience ballot.
(Note about balloting: There are no SEIU purple-shirt thugs, or ACORN,
or hanging chads.)
All winners are announced at closing ceremonies.
Winning AMVs are posted here (new thread) and at the Kumorincon.org forums, shortly after the ballot results are known.
Winners not present at the con will be contacted privately for shipping details.
The typical prize per category is an anime DVD or a collectable figurine.
