This seems pretty strict, PG rated non-drama 90% anime, under 5 minute videos are kinda hard to come by. That no video age limit looks nice dough.

Judges' panels can bend the rules as long as ALL entries in that category get evaluated according to the 'bent' rule.
Longer AMVs have been allowed in the past - even one as long as 6min 36sec once.
What has to happen with a longer AMV is that:
at the 3min mark, they really have to feel that A LOT has developed from back at the 1min mark,
at the 4min mark, they really have to feel that A LOT has developed from back at the 2min mark,
and so on...
If the AMV keeps going back over the same material (this is an easy trap to get into if the SAME chorus comes around several times) then the judges are less likely to select that entry compared to a different entry where new material is introduced or a story takes one or more intense and unexpected turns.
If a song has an instrumental bridge you may be able to cut that part out so as to keep the story pacing fast & tight.
When I run a contest, my first job* is to keep seats filled and eyes glued to the screen. Maybe there's something about the Portland/Vancouver fanbase, but this is a fast crowd that will use any 'Drama' style category as an excuse for a bathroom and snack break. (...which is why I stopped running Drama categories. I may try drama again within the next year, but if 1/4 of the audience heads for the doors, then Drama will be off the list again for a while... ) *Making sure playlists get posted and confirming with winners all over the world that their prize packages arrived OK are other jobs to do, too...
As for PG, 90% anime, et al, well, with over 200 new shows being released each year, I'd be surprised if finding enough anime is really an onerous constraint. If things change and sticking with just anime becomes difficult or unreasonable, we will certainly look at moving to include other sources as time marches on...
As for G vs PG vs R, many professional comedians agree that while 'clean' comedy can be more difficult to produce, the laughter it creates is more genuine. Food for thought:

The PG definition for this contest is a little looser than the MPAA; the actual MPAA designation is one 'incident' per 30min; this contest states one 'incident' per AMV meaning that, like Craig Fay says in the last link above, *IF* you *really* need to go there with an F-bomb, or brief nudity - you need to choose that one shot strategically and it can have 20x the impact because it will stand out unexpectedly. Meanwhile, since motion pictures have been part of history for the around the past 100 years, there is a lifetime and a half worth of stories which have been told well in the G and PG level - so there are a TON of other ways to stand out using comedy or intensity or a visual or audio effect.
THAT is the challenge! Fai-to!
Edit: All I do is technical checks and confirm to participants whether the files play OK or not, and I also convey an entrant's remarks to the judges if so requested. I myself do not participate in the judges panels, except to remain nearby and available if they have questions about source materials or technical content.
I am repeatedly grateful for all of you who have sent in AMVs over the years.

- Music or Audio used
- Anime used (if 5 series or fewer)
- Category (optional but recommended)
- Your name and your city*
(* We sometimes make a world map of dots for where all the AMVs come from.
We do not list names, just dots on a map.)
