Yes, the November 1st premiere date rule has been in effect ever since I took over the contest in 2007. If a new coordinator comes in next year, it might change, but I think it's safe to assume that this will be the rule.
It is meant as an anti-trawling measure. We don't mind if your video has already won awards or if it has already be been shown at another convention, so long as the video is reasonably fresh and hasn't been circulating around for a long time. That's the idea anyway. And the spirit of the Challenge is to make a new video specifically for it, so there's a level playing field for those entering the Challenge. Obviously, we can't really police that, but again, the premiere date helps.
