IF you are out of the country (USA) you can print sign and scan your entry form to PDF and include it with your video or send it separately. I would PREFER normal mail but in instances such as this an exception can be made.

You are correct Scintilla. We won't ship prizing items (DVD, Merch etc) but we will ship the trophy.

Rule 14b is very clear, but exceptions have been made in the past. The issue is that none of us are getting through to the individuals running the contest.

Also, the rule is simply archaic. At this point requiring hardcopies from anyone, let alone international editors, is inconsistent with the digital revolution. If the US Navy accepts scans of documents I sign as legally binding documents from Japan, so too can an AMV contest at an Anime Convention. Expo is way behind the times on this one.
Please see my previous resonse. In the case of internation entries(especially this close to the date) you can print sign then scan your entry form and include it with your online submission via the delivery method of your choice.

I suspect I will be re-visiting 14b with the lawyers for next years contest.

Thank you for the confirmation here. Ignore what I wrote on my entry form (which I mailed off today) about making the May 6 deadline then and mentally replace it with making the May 1 deadline. I have my first video done already, so it can be entered no matter what; it's only the second that I might not have done in time.
