sorry for the delayed response...PO.Box is literally flowing over. I went in Friday and there was a full tub of entries. We are working to get caught up.
To your question.
Most programs will handle this conversion automatically. If your video is 24fps then submit it 24fps or convert to 29.97. its your call.
When it gets transferred to DVD for presentation it will be at 29.97 NTSC. Premiere Pro (the program I use) is pretty good about automatically handling the conversions.
It isn't a noob question at all. Most non-professional (meaning doing it for a living) don't have to deal with it so its fine. :)

I gather that there would be less surprises to go with 29.97 to start with. I just ended up going up DV NTSC in Premiere pro.

i had a question about submission in general.
is Pixel Aspect Ratio ever a concern?

I edit all my videos in square pixels, but i know DVD source footage is NTSC 0.9~

is this something that should be mentioned in the rules for future reference?
(i am not even sure if there are issues with this)

If you want to put it in terms of pixel aspect ratio, then yes, this means NTSC 0.9. If you're editing at 640x480 with square pixels, you're going to have to stretch it for the convention version. (Or, if you're editing a widescreen source at 848x480 with square pixels, you're going to have to shrink it to 720x352 and then letterbox.) More here.

awesome, you answered my question perfectly. :) thanks scintilla. btw you submit this year? i miss your work!

*yeah I've been doing it by editing in widescreen (848x480 with square pixels) and then shrinking it and adding letterbox.

I've heard that some huffy entries have been rejected because the file ran slow when you guys tried to play it....

You guys do realize that most computers cant playback a Huffy avi at 100% because of the size and that this issue can vary video to video?
