To your question.
Most programs will handle this conversion automatically. If your video is 24fps then submit it 24fps or convert to 29.97. its your call.
When it gets transferred to DVD for presentation it will be at 29.97 NTSC. Premiere Pro (the program I use) is pretty good about automatically handling the conversions.
It isn't a noob question at all. Most non-professional (meaning doing it for a living) don't have to deal with it so its fine.
