Yes. It's a contest at a con, so it qualifies. Again, not what was intended at the creation of the rules, but I'm doing my best not to make any exceptions.

I guess the word "official" could be misconstrued, but all I can say from experience is that prior to winning at Otakon, Quu openly invited me to compete in Masters immediately after winning Iron Chef at Anime Central in 2003. This was obviously run by him and an "official" convention event, so he had no problems inviting me...he was there at the event as were hundreds of convention goers.
I don't mean to say one has more validity than the other (i.e. I'm not saying "my win is better than yours nyah nyah"), but from my experiences, I know that Quu is fine with Iron Chef victories at Anime Central, Fanime and AWA (the three he runs) since he's there and can vouch for the event taking place. I guess it's similar to online contests in that it's harder for him to validate that you won without him being there (i.e. what Wagner said about peers and judging).
It was a moot point in my case since I picked up a few awards prior to AWA, but hopefully this is somewhat helpful. I doubt it though

BTW when I replied, I was under the assumption this was an Iron Chef set-up by friends and sort of "unofficial" and run on the sides (i.e like Anime Boston). I'm probably wrong, but that's how I understood and replied accordingly.

Well, if it's not an official con function, then it's not a "convention contest." To be honest, I've been pretty far outta the loop until now and I wasn't even aware that there was a distinction. Somebody gimmie the details and I'll make an official decision.
