That's something that is going to have to come down to the honor system. Obviously I have no way of knowing if people mask beforehand (though if their video is full of masked scenes and they also got a large bit of editing done, its pretty unlikely they did it all within the 2 hours). I think whats more likely to happen is that people might include sources in their list that they're already using in a video and include the masks they've already made for that video.
But either way, I will spell it out in the rules.

Um..completely? Depending on how that person defines subclips, I se poes. When I do it, by subclipping, I mean making huffyuvs of the entire DVD, in increments of about two minutes (since Magix won't import over 1.85 gb). Do you intend to mask the entire DVD? No? Then it IS different. If a person were subclipping specific scenes, that's just as stupid as masking random scenes. Almost being the key here. The song selections can jump around pretty wildly, you never know what you're gonna get. "Pretty" isn't always suitable. What I'm trying to say here is that a person is going to limit what they'll be able to do if they subclip or mask specific scenes. Or they'll just end up not using them at all and waste their time doing it in the first place. I can see someone sub clipping into categories that would suit song genres...like scenes that are romantic or dramatic go into this bin, and ones that are actiony go into this bin...scenery and whatnot into this one and so on...
Then once they get their song, they already have scenes that could work with almost any song unless it's a really hard one...but yeah, there is always going to be the chance that they get a song that won't work...I dunno what I'm getting at... XD

Romance/actiony/scenery/etc...at that point, Liz....wouldn't that..um...be like...almost all of the DVD? What else would be left? 
Tying that in with the original point about masking, will they be masking romance scenes, action scenes, scenery? Masking does take a little more work than subclipping after all.
Edit: Though that would be a good way to familiarize yourself with your source (albeit tedious).
