NOTE: I am not affiliated with this con. I just happened across their website by chance and figured, hey, I'll give a Texas con some free advertisement.

RealmsCon will be held August 19-21 at the Ramada Inn Bayfront in Corpus Christi, Texas. The following is copied and pasted from their incredibly annoying to navigate Flash-based website, http://www.realmscon.com (a plague upon Macromedia! Actually....nah. Dreamweaver is nice.)
Their website wrote:Rules:
1. No subtitles, unless they were added during creation of the actual music video.
2. Capped length at 5 minutes, anything longer must be an extreme exception, and we will not guarantee that anything longer will be shown.
3. Footage can come from any available TV series, OVA, movie or video game as long as it is anime or video game related or it is in the movie trailer.
4. MPEG 1, MPEG 2, DV, AVI, MOV file formats will be accepted.
5. RealMedia, Windows Media (asf, asx, wmv, wma, etc.) formats WILL NOT be accepted.
Submission:
Videos will be encoded into DVD standards(MPEG 2) to be recorded on DVDs. Therefore it is in your best interest to encode your video(s) at the highest quality possible, or as close to the specs that I’m going to use:
720x480 resolution (lower resolutions will be scaled up, which can cause unwanted distortion. Anything at 320x240 or bigger should be OK though.
Minimum Framerate: 23.97 fps (any lower and the video can look choppy).
Audio: 16bit, 44.1 KHz stereo.
If you are not going to use MPEG 1 or 2, please download and use the latest version of
the DIVX codec from their website.
If you use DIVX from a codec package or a modified version of DIVX, I give no guarantee to the playback of the video.
XVID is also acceptable under the same conditions.
Please start and finish with at least 2 frames of black footage. This will help me put “breathers” between each video.
Please send the actual files and not a DVD/VCD. They are much easier to deal with. If you send as one of these, I give no guarantee about quality of video.
This warning applies to codecs not otherwise listed.

Check with the post office. Entries must be received by August 6th , 2005.
All videos entered become property of Realms Con. For your own convenience, please don’t send in your master/only copy.
If by some chance you CAN NOT mail your video, email us and we will see if we can work something out via ftp.
Seems like whoever is running it knows enough of their stuff to make good rules but I have no idea beyond that. I fired off an e-mail to their contact address, maybe their AMV head will make their prescence felt.....:o
