Help finding the right video editor to...

Okay, I've got some video game footage, with black boxes at the top and bottom of the scene. Since the majority of the scenes are like this, we don't won't to risk removing them. Instead, we need help with the select scenes that DON'T have these boxes, and thus look to be a different size. We've tried shrinking the height of these scenes, but it's impossible to get it right. We need a free program that can do one of the following two things:

-Move the entire scene up, not increasing the height, so that it will match up with the other scenes.

-Will let you increase the height of the top or bottom of the scene, but not both at the same time. Think something like Adobe Photoshop, where you can hold down part of the pic when you resize it, to make sure that part does not change.

Can anyone help me out?

i might be interpreting this wrong, but wouldnt it be easier to just letterbox the scenes without black bars and then resize them to fit your other scenes? that would make them all uniform

mmm, essentially its like adding a black borders to your vid. then resizing your video so that the bars match with those of your other scenes. kinda like if you watch a widescreen movie on a normal tv, you get the black bar top and bottom, doing that to your scenes that dont have the right size, then changing their size to match the others

And will doing this cut off part of the scene?

you shouldnt need to cut off any part of the scene unless your 2 scenes are significantly different sizes, tho it might be something simple like just 8 pixels or something from either side, its usually not anything significant if you need to do it.

the AMVapp package contains everything you would need for it here
and a guide that should contain the info you need can be found here
im not sure what size your current files are so i cant really say what you would need, if you need help on finding out what size borders to add or w/e, if you found out what size your clips are and what size the black bars are on some of them you are trying to match, if you posted here im sure others could help you figure out how to match them (im not super great at that ... *looks at qyot*)

i should mention, the programs you would need specifically for the resizing is virtualdubmod and avisynth. the other programs are other stuff that help with amvmaking, such as stuff for ripping dvds and decoding them etc. the package contains a bunch and you can choose only specific things you want to download if you dont want all of it

But which program do you need for adding the letter boxes? Please tell me it's not Vdub.;-;

well... technically no its not vdub, its avisynth. however i find it easier to use avisynth through vdub (some dont but thats their preference) it looks kinda complicated at first but you can pick it up quick if ur willing -_-
