Help finding the right video editor to...

okay, it may not have been clear from the beginning, but in order to do this, you need to be able to open your files in a certain way that can handle both your source files and letterbox-alterations.

-the source footage and method of capture will affect this.
-the file format, video/audio codecs used to encode your files will undoubtedly affect this.
-the video width/height and aspect ratio will inevitably affect this.
-the video/audio codecs you currently have on your computer will affect this
-there isn't an individual program I know of that will [correctly] handle all of the hundreds/thousands of video formats out there, and output to any other format
-capture/conversion to some standard format may be required in order to do what you ask
-if you thought I was crazy when I told you to 'make a new folder... make a .txt file... ect', no, I am not on crack. This is called "opening your file through a script." It is a method of opening a file by calling upon your computer's codecs to handle the file you are trying to open; If you can open through a script, you can simply type "addborders(#pixels on left, #pixels on top, #pixels on right, #pixels on bottom)" in your script, and your problem is solved.

-you need to start responding to the things we say; I haven't counted how many posts you left unaddressed
-it doesn't hurt to google some terms and reread a post [perhaps even multiple times]
-if you are asked what part doesn't make sense, don't say EVERYTHING, tell us where you are stuck

If you cannot effectively convey this through words, do it literally, by sending us a clip of what you are working with [you can use whatever file-sending protocol you want]

Yes. As have many people. While a thurough guide, it's near impossible for people unfamiliar with all the technical terms to make sense of. The issue is that technical terms mean something. The guides should be explaining what the terms mean.Yes. As have many people. While a thurough guide, it's near impossible for people unfamiliar with all the technical terms to make sense of. As are all guides on this site.
Do I need to add a glossary of terms to mine?
By learning what they mean and asking us for help by using them, it is easier for us to help you out. Otherwise our posts will be convoluted, complicated, and large when we must spell out every term. We are trying. As we have been patient with you, please be patient with us.
The next step, I think, would be to post two pictures of the source material. One picture with the letterboxing present, and the one without. Then we can actually go about trying to figure out how to make them match.

The scene on the left is one of the ones that needs the black bars added, but not on it or cutting it in anways. The scene on the right is one of the scenes that had black bars already, upon recording, as it's a story scene.

Here's what you should do, the picture on the top (left) should be cropped all the way around (get rid of the black entirely) and resized to 4:3 resolution. Do the same with the second clip, but add the black bars for letterboxing so that the bottom (right) is also 4:3.
