In relation to what you are asking for.

As far as no lagging, you are talking about multi tasking right? As in, you are working in Vegas and you have AAE and photoshop open, and you switch over to work on something else. you don't there to be lag right?

Or did you want a instance where you are working in JUST vegas, and you export and you want the export to be done in 4 seconds?

To perform a task like this on your computer it is mostly up to (1) how much RAM you got, and (2) how many cores your computer has.

For example (this isn't exact of course, and more to show a point)

a Intel Core 2 Duo (2 Cores) at 3Ghz, with 2 GB of RAM will be able to render a single clip in 10 seconds.

at the same time
a Intel CPU with 4 Cores at 2Ghz with 8 GB of RAM will be able to render that single clip in 15 seconds. Although taking longer for that single clip, this computer can be doing other things like rendering with another program and/or opening up photoshop, and the speed of the single clip render will not be compromised.
