how to achieve this particular shake?

I just wanted to know how to achieve these particular shakes in this video on sony vegas...

i dont think its the crop/keying method? maybe tv simulator?!, if someone could help out, they would be great.

From what it looks like... All the person did was move (in pan/crop) it up and down really fast. :|
