What video editing software would be best for this?

Hi. I'm working on a video and I need two different layers of video. I need one with more transparency, but neither layer is still photography. Up to this point, I've made it through with my weak editing software, but I need to get something real now. SO I figured you guys would probably be some of the best opinions out there. I am interested in shareware or freeware, but I am willing to invest a bit into a program if you guys know of one that will do what I want well and not cost more than my house.

Just about any pro, prosumer, or consumer software with a price north of free will do what you need. There are at least a half-dozen commonly and not-so-commonly used examples all over the forums here.
