I'd be more concerned about screen resolution rather than CPU specs at something that size. But I guess if it has at least 1366x768 you'll be okay... Anything less though, ugh.

That CPU will hate you for rendering or resampling or anything else other than straight timeline editing, otherwise should be fine as long as your content is low res and easy to decode and you have an SSD.
