Premiere Pro CS5 Output settings

I always seem to have trouble getting my videos out of this program, or Premiere in general.
I'm fairly certain its a human error. I've already exported one of my AMVs once relatively recently, but a friend of mine suggested I submit it to a contest, most contests want a different resolution than the one I'm using... and I'm fairly inept at this program...

Long story short: is there a way to size the output resolution without clipping the sides of the video off? Does Adobe automatically do this by adding bank space or something?

What size is the video that you have and what are you trying to resize it to?

Most Cons seem to want 720x480 or something.

input settings = output settings

Export to lossless and do your frame resizing in avisynth and/or vdub.

The quick and dirty using what you've given as an example:

Export out of premiere at 1280x720,

Resize to 720x360 in avisynth or vdub,

add 60px border to the top and bottom to make it 720x480 letterboxed (avisynth or vdub).

Encode to what ever format needed.
