Adobe Premiere CS3 Mask?

Hello.
I am rather new to this program and would greatly appreciate some help.
I have a few questions to ask regarding this issue.
Firstly, am I able to (using this software) crop out a character in a video clip and place him into another clip? (btw the character is moving)

and if this is possible, how do i do this?

I wrote a little "how to" like 2 years ago on how to do masks in premiere, you can find it here.
You'll have to cut out characters frame per frame, but that's true for any other software, if you want to mask properly.
