Interlace DVD help

This is a non anime movie that I have.
I tried posting this over at Doom9 but they keep closing my thread so I thought I'd try to get some help here.

The movie I have I can't tell if it's a bad PAL to NTSC conversion.
Or if it's some strange hybrid.
I'm trying to get the frames back to progressive.
Autogk says the DVD is FILM.

WHen using assume fps 25, I get blended frames.
When I use nothing it seems jerky.

dgindex is giving me NTSC for the type, dunno why you think it's PAL

TFM()
TDecimate()
works just fine for me
