I don't see any specific problems like dot crawl, so you'll want to look into general smoothing filters. I cover a bunch of good ones on my AVISynth filters guide for AMVs if you haven't checked that out already.

I assume you're talking about the grain, which the best option for that is probably MVtools then using some kind of smoother like FFT3DFilter. You can check out my AviSynth 101 guide for basic examples of how to use each of those functions. I am also noticing some over sharpening, so you may want to try out DeHalo, which Scintilla has examples on their site. There are other options for denoising on Scintilla's site as well, but some do not have 64-bit versions and may not support mult-threading so keep that in mind when trying to test out other options.
