Black Feathered Borders on Sides of DVD Footage

Black Feathered Borders on Sides of DVD Footage

I've found that a lot of DVD footage I ripped recently transitions to scenes where the left and right edges have black borders along them. I know that with anamorphic footage I was supposed to expect some black borders, but I'm pretty sure they go at the top and bottom instead of the sides. What's odd is that it doesn't happen all throughout the footage. Any idea why this is?

most people crop them off before editing... this has to do with the way images are displayed on old TVs
