OK i had this problem twice and im wondering if its just....well i dunno.
OK so i downloaded a .omg of sailor moon R japanese. the video itself tends to kinda move very slightly to the point i didnt realize it til i got to a very still shot.
I then tried ripping the video from a DVD....i had the same problem.
is it because the anime is old school....or is there a way to fix this

yeah, that sounds like what you get from old-school sources.
I'm no expert in non-digital animation techniques, but if they had to put every frame onto film using a camera then you could see changes in the frame's position from frame to frame.
I think I remember seeing this on the old eva dvds as well (before the platinum release)

One solution: work with each scene by taking a still pic first. Use a picture editor to erase - make transparent - areas where motion is taking place in the scene. Save the result as a PNG. Overlay it on the original scene.
You're taking advantage of the fact that most of a scene is background with small areas where something is moving. Areas that are just background will be stable. And you don't have to mask precisely. I've done it by making rough rectangular blocks transparent. As usual, experiment to see what works for you.
