So... lip sync. I have to nominate
fallout161 - The Philosophy of Ghost in the Shell. Because it's funny, and has lots of (good) lip sync.
Would you put your brain in a robot's body?

I'd nominate 'Quid Pro Quo' for this category. The lip-synch seems practically spot-on. Original idea, too.
(sniggers at 'mad scientist' Muraki. Gah, that's no better *in* context...)

Since everybody already knows all about Quid Pro Quo by this point...
I'd recommend either of
Outlaws Rhapsody or
Azumanga DIE-OH by RolltheStampede. Although the first one was a segment of AMV Hell 3, it does count as a seperate, complete video unto itself.
I also think my own
Arrogant Anthology Advance is worth a look for this category :P
