Any cheap vid capt cards?

I use a dazzle 80 and have captured reliably with for a couple of years now. Its not the highest quality but it works well and is cheap about 60 bucks. My freind has a dazzle 150 and the video quality it captures is easily dvd quality. Im getting one. I don't think being internal or external has anything to do with capture quality.
