Nobody that I know of.
As you can see, Linux users have a somewhat warped sense of humor.
If you're committed to a Microsoft platform, or are forced to share a computer with people who are, or if you like banging your head into brick walls for enjoyment, you might want to consider
Virtual Dub. It is difficult but possible to make an AMV using only this program; I've done it and don't recommend it.
Virtual Dub has a very good filter library; look around a little for those to add to its already good stock selection. If you need something further in terms of effects, and have an app to capture from the screen, you might try
MEIMI, a very good real-time video warper. It doesn't have an English patch like TMPEGEnc (sorry no link, but an excellent free MPEG encoder), but it's pretty good.
Regardless, you're going to need
AviSynth. It's an extremely powerful pre-/post-processing utility, and it can also give you the only two effects Virtual Dub can't do that you'll really ever need, namely, layering and the crossfade.
If you've read the guides as you've said, then you probably have
Audacity already. I haven't used this yet, but if AD likes it, it's probably as robust as you'll need.
