Looking for an anime that takes place in the modern era

Dealing with predominantly urban locations as well as an occasional beach

With sophisticated and suave/jaded characters who enjoy parties

ummmmmm. You're asking for a lot LOL. I can't really think of anything that perfectly matches your description, but you may want to watch a few episodes of "Eden of the East" and "Chaos Head". But of those series take place in a modern time, but they're more city than urban.
Oh wait a minute! Basquash takes place in a modern urban area. It even has occasional scenes with parties and bars.

Super GALS takes place in a modern shopping district in Tokyo, and the main character's biggest rival (from the opposing shopping district) has a secret life as an uber rich debutante.

I'll take a look at basquash. looks like it may help fill in some holes and matches well with my other choices so far. I've actually got a small bit of eden I'm already thinking of using.

It hurts me to admit it, but Super GALS would conflict with the rest of my material. Ah well, another day perhaps

special a seems to fit all of your specs
and if you really wanna reach out try hanyoko maid tai/levirte (sp?)
maybe even he is my master or Hayate No Gotoku
there was one more really good one where the guy and his sister are butler and maid it actually turned out good
just cant think of the name for it
