Is it already made? If so this is probably in the wrong forum but whatever.
It's borderline since the game isn't really in the anime tradition but I think they would allow it. I remember seeing a lord of the rings, movie music video (the noose) and no one really seemed to have a problem with it. I may be biased, however, since I think a gran turismo music video would be awesome and I remember the one from gran turismo 3 a-spec was amazing.

I thought the reason video games AMVs were allows was
a) They're animated
b) Most video games are made in Japan
So, taking a) and b), you get
c) The game's footage is anime
since it's something that was animated in Japan...
BUT, I also recall that this only applies to cut-scenes in games, not just playing the game and taping it. Gameplaying AMV are a no-no.
However, if you're gonna do a Gran Turismo AMV, why not mix in some scenes from Initial D? The 3-D rendering engine for the races in Initial D was (rumored) to be the same, anyway.
That'll get you past the detractors.

I would say someone would report it and it would get deleted. I know i would report it. Just because its Japanese doesn't mean its anime. Just cause something is shell shaded doesn't cut it either. I see no windwaker amv's up here. There needs to be cutscenes that follow in an anime style. I personally think that FF vids aren't anime, but thats just me.

Adding initial D footage would be a great solution to the problem. It also would make the video more interesting and break it up a bit.
Depending on the song your using you could use diferent animation styles for difrent musical sections. Auto Modelista wouldn't qualify as anime but you could put it in as long as you have a significant amount of anime like initial D. You could even use short sections of car racing from other anime as a comic relief in the midlle of the song (again this depends on the song) I'm thinking Lupin here. All and all there's a ton of difrent things you could do with that idea and as long as you have some anime I think it would be OK.
See Rhythm Animation for an good example of a car chase scene in an AMV.
