Uh, it is.

you can't make a video with 64ram and 6 gigs. Can't put premiere on there though I did neway, didn't have a dvd drive, can't hardly play nething besides mpeg

yea you can make a video with those specs... why do you have to use premiere?

You don't have to, but its a well known program. Theres all the Ulead stuff to use as well, but beyond that, I don't know of any other Video Editors (I know they exist, I just don't know what they're called or who makes them; and no, WMM isnt included, coz it SUCKS.)

I might also add that the "great" Hsien Lee (Kusoyaro) used ULead up until his video after "My Iron Lung." Hell, the fact he made "My Iron Lung" and other great vids with ULead and only two video layers impresses the hell out of me.

It's not the software, it's the editor.

Uhhh, for every vid I've done I've used nothing but videomach and animation shop pro 3, neither of which can do even basic transitions. I know how painful it is to use crappy editing equipment, but it doesnt make your work any worse.

Whereas on the flip side of the coin, if you're just starting out and you immediately start learning with Premiere, the complexity drives you to tears if you're not careful.
