and ESPECIALLY if it was a cop. If they have their radio up so high that the public can hear it?? I mean what kind of information is published by that? PRIVATE info. Definitely NOT copyright infringement, but it IS something the public shouldn't be privy to.

They had a radio going in the station loud enough so that someone in the building itself could hear it (i.e. "on"). It didn't have to be loud, simply audible for more than X(I think it was 8) people and being played in a public building - police stations qualify for that.

So in England, if I were to play my iPod at a volume high enough that the person sitting next to me can hear it, it's a copyright violation?

IANAL, but since people have been fined for such things, i'd say yes.

The point is that it still costs money, and you have to get up and go to the story unless they just mail it to you, but then you have to wait for it to arrive (maybe a day). And I know internet costs money but you don't just use it to watch illegally downloaded movies. It's used for so much more.
