It's the same way airlines make money - they oversell their flights because they know that there will most likely be cancellations. When everyone starts making their flights they run into trouble and it messes with their business model. Fortunately Airlines are not in a position to kick off passengers who never cancel or change their flight.

Also airlines manage to make money off of flights even with the rare chance of everyone showing up. There are generally cancellations, but there is ocassionally a rare instance in which too many people are there for that flight, and they offer to bounce people to the next flight in exchange for money/free-tickets and other such toys. Usually it's a good deal if you're not in any hurry to get anywhere. Despite them losing a lot of money when people do need to get bounced, if you sit down and do the math, they do make more money overall then if they just booked the straight number of seats that are on a flight.
