I use effects sparingly, and I doubt that would change even if I did have AfterEffects. Generally, I note what I what to achieve where in the video, and I'll only throw an effect in if it better helps me to achieve that. The real secret, I think, are the effects that aren't really apparent, but keep the video running smoothly behind the scenes. In two videos, I've only had one real knock-out effect, and I deemed that necessary (and could pull it off without AE).
I guess you can go one of two routes here- use effects glaringly and make them a visible part of the video to guide the story along, or use them sparingly, let the timing and content tell the story, and have effects in reserve for that little extra kick at the right moment. The stuff that comes across as tacky usually tries to go somewhere down the middle.
