I kinda find that the "killer rig" thing is porportional to the person's interest in video/media to start with. I mean, the deeper you get into a hobby (or if you go professional) the more gear/upgrades/software/cameras/tablets etc you buy. I mean, some of us are into this so hardcore (and not just amv's, but digital media in general) that we are in it for life...it is our job, our hobby, our purpose :) So for me, forget buying a nice house or a sports car, I'm buying a damn camera or dual 42" displays :/

http://www.animemusicvideos.org/guides/ will go a long ways in helping you get your video to look good. you will also need some creativity and understanding of what holds peoples' attention, which has not yet been written up comprehensively in a guide.
favorite video using Masking (so I can learn) and hybrid footage using the official band's video footage with the AMV?

Er, not all the guides are technical; see Phade's and Kalium's.

Don't forget TJ's spectacularly informative guide to video defense. Image

It's also proportional to a person's finances. Let's not forget many of us are teenagers and/or poor students. I'm certainly far more likely to buy dual 42" displays than a car in the future, but right now I couldn't afford a single 19" if I tried

Though I'm sure the average AMVer still spends thousands of dollars on the hobby, directly or indirectly (be it hardware, software or footage).
The Birds are using humanity in order to throw something terrifying at this green pig. And then what happens to us all later, that’s simply not important to them…

Or music, unless you're counting that as footage.
