Might I suggest the Baoh OVA? It's laughably bad, especially the dub, featuring genetically-altered monsters, an over-the-top scientist villain (classic line: "The only way to kill Baoh is to burn it!" I still make fun of this line more than five years later), and eighties character designs.
We impromptu MST3Ked it from the couch more than once.
