Well generally what I look for are:
1) Can you see innards?
2) Is there extreme dismemberment?
3) Do body parts explode?
any of those are right out straight away.
Of course, it's often very contextual and subjective so really we have to watch the videos and make a judgement on them... it's hard to have clear cut rules for this.

I think a lot of it also depends on whether or not the video as a whole is in good taste. If there's a very serious Kenshin OAVs video that focuses heavily on plotline but happens to feature one or two scenes of blood, then it's more likely to be considered acceptable then a video featuring endless streams of mindless action and violence.
The best effects are the ones you don't notice.
