Monster is excellent if you want to explore the background of the 'killer', it's all about how the main character got to be the way he is. The violence is comparatively sparse, though (but quite good when it happens), and it is a hugely long series (74 eps) that might be a bit challenging to work with.

Definitely encourage you to check it out in any case though, it's not something to be missed.
The Birds are using humanity in order to throw something terrifying at this green pig. And then what happens to us all later, that’s simply not important to them…

Samurai Champloo has a serial killer in one episode, or was it two episodes, can't remember. But it does tell how he became one.

Oh yeah, Paranoia Agent ain't really about a serial killer. Well, I guess it depends how you define it and all, but I don't think it's what ya looking for.

Hellsing has some fun psycho killers.

Vampire Hunter D Bloodlust? (That one dude that sleeps in and out of the ground is pretty damn psycho)

I don't know if the background is extensive enough, though I'm sure you could construe it as being, with Requiem from the darkness.
