Can't help you besides the following:

This should've been posted in "Video Software Help".

Posted in the wrong topic.

Read ErMaC's guide for MPEG conversion for some detailed instructions. Click on Guides from your Member Home Page.

Or...since you already know TMPGEnc, go to the AWA VAT site:
http://www.awa-con.com/vat/digital.html
and download their "Sample Settings Files". These are "loaded" as configuration files into TMPGEnc. There are several options. The results are good enough to get a vid shown in the AWA contest (and many other contests as well).

The key to file-size is bitrate. A massively high bitrate will make a huge video at great quality, while very low bitrate will make a smaller video at cruddy quality.

I would suggest messing around with the bitrate to find the balance between image quality and filesize you have in mind.
