Deinterlacing?

Is this step essential in ripping DVDs? I am doing my first DVD rip and the guide is kind of confusing.

Really it depends on the source footage and your own preference. I've made videos wit'out deinterlacing and the final product looked fine even if you encode it in a non-interlaced format.

If you plan on doing a lot of clip speed changes, or are trying to focus on something small (like lipsyncing) then deinterlacing is your friend. You can always try to deinterlace AFTER the video is done too, but if you've added any effects or sped up/slowed down clips, it might look bad.

Well I was looking at the video and it seems to be distorted, like it is very blocky sometimes, is this what deinterlacing fixes?

Well, interlacing is that big "scanlines" thing you see all over your footage at times. Deinterlacing fixes that :)

if your going to resize anything, deinterlacing is nessisary. the guides explain why. Premiere is designed to edit interlaced footage, so technically you can edit interlaced without problems, its usually when you recode the final project to the distribution size, since most people downscale for distro, that you run into the problems.

If your using AVIsynth, deinterlacing is easy, you just add the lines

telecide(order=1)
Decimate(5)

to your script, play it and see if it looks good, if not, change the order to 0. most DVDs seem to be 1 though.

I forgot to also mention that its only nessisary if the source footage is interlaced. You can find this out by clicking preview on DGindex or DVD2AVI wichever your using to rip the dvds, and check the info on the right. It will say if its Interlaced, Film, or Progressive. There are other ways to check using AVIsynth aswell, that the guides cover.

Well, if you're going to be changing the vertical resolution, at any rate. You can resize interlaced 720x480 to, say, 640x480 or 848x480 with no problem.
