has anyone heard of a Premiere or VDub plug-in for .ogm format? or maybe a conversion tool for OGM

<a href="http://virtualdubmod.sourceforge.net">VirtualDubMod</a> can handle OGM files.

I assume you could also try using GraphEdit to extract the video stream.
