I can't remember the entire story and if someone can fill in the gaps - but I do recall a specific time when someone stole the footage from someone popular's amv and that Frankenstein was used as an advert in some country that was not the USA.
I remember something about some country using stolen AMV footage(Phenomenon by Sierra Lorna i believe?) for a Naruto promo.

Dunno if it corresponds to what you described in the first place, but Akross sends DVDs from their previous year contests (though it's limited to Russia).
I suppose it's not free (probably no gain involved though), so this can be viewed as a kind of commercialization and "Akross" can be viewed as a label.
