Is there a way to post drafts of a video, or clips so you can ask for help?

Best bet if you want opinions on a beta version is to put it on something like megaupload/rapidshare/etc and if someone agrees to take a look, you can just link them to that.

Yes, there is even a forum for asking for that kind of advice(http://www.animemusicvideos.org/forum/viewforum.php?f=6). Like FS said, use free hosting sites for uploading them (there's sendspace, mediafire and many others).
