Okay, so I need a song describing a relationship, well, exactly like this one really, where one character is a little, well, reluctant about it.

Kinda silly, but "Won't Say I'm In Love" from Hercules? xDDD
As far as Kyo and Kagura go, the song is sung by a girl to a guy and there's a lot of "He is" in there as opposed to what you're probably looking for, which is "She is"?

Well, there's "Keep Your Hands To Yourself" by Georgia Satellites for the gal who's withholding the ultimate prize until the guy commits to her.
There's "Alone" by Heart for someone unspecified being reluctant to confess to the significant other.
There's "'Til I hear it from you" by Gin Blossoms for a guy telling the girl he's waiting for her to make her move.
Joan Jett's "I Hate Myself For Loving You" is for the girl complaining that she really does love the guy even as he puts her through hell with his bad habits.
"It's Been Nice (Goodnight)" by the Everly Brothers is about a guy exhorting the girl not to put him off any longer.
Hal Ketchum's "Past The Point Of Rescue" is a song from the man's perspective about wishing his woman understood how much he loves her and would love him back.
From (mostly) the other perspective, Taylor Dane's "Heart Of Stone" has the gal telling the guy how she knows he's in love with her even though he's always insisting otherwise.

Hmh, I'd say Cut by The Cure, but that one's pretty drammatic comparing to your picture of example....
