Irfanview is just way too easy :O
Drag and drop your image into the window, or goto File|Open and open the image up.
Goto:
Image|Resize/Resample...
Set the width to 80, you want them both width & height to be under 80, though they may not match, that's okay unless you want your avatar to look squished.
Make sure Size Method, is set to resample and to Lanzcos.
Hit OK.
Goto File|Save
Set the Save As Type to JPEG(or if it's a line drawing or cartoon, GIF). IF it's a JPEG hit OPTIONS. There's a slider for JPEG Quality. Slide it over so it reads 75 percent.
Hit OK.
Type a filename, hit save.
You're done.
It's pretty simple...
To maximize content on my avatars, I use photoshop to make a 1:1 selection of a portion of the image. This makes the height and width equal, thus when I go to resize, both height and width stay the same. So I can use the full 80x80.
You can do this with irfanview as well, just not as good. If click on the picture and drag, you will create a rectangle. In the title bar at the top it will tell you how mant pixels it is. You can make it as large as you want, just try to keep both the height and width the same(or as close as possible). Goto Edit|Crop Selection, it will remove everything outside of the rectangle. Then go ahead and follow the same directions as above.
