Find an image you want to use.
Shrink it down to 80x80 pixels or smaller.
Save in JPEG or GIF format.
Check the filesize. If it's 6kb or smaller, upload to the .Org and enjoy. If it's bigger than 6kb, find an offsite host and use that.
Irfanview, the handiest image program I've found for avatar creation.
Install it, open or paste the image you want, click on Image, then Resize/Resample, and go from there.

You could even use paint, although on good images you can't adjust the compression so the size might be over 6k.
I use corel9 paint shop on all my stuff, I do my A-level Art on there! Maybe I'll post some (shameless excuse to show off stuff).
I did my panda avatar on their, adding the santa hat and such, putting it behind the sign. I was gonna change the writing on the sign, although I don't know if its worth it...

I use MSpaint for roughly anything (though I do have a better program, MSpaint is simple). You lose quality though, seeing as generally you have to convert to gif. format and you lose quality this way.

Oh, don't worry! ^_^
Oh, don't worry about asking me to make you Avatars too often. ^_^
I'm actually not getting as many requests as I'd like......
---------------
Adobe Photoshop is a great program. The best way to get a great Avatar is to cut a perfect square out of the pic you want to use., then resize that to 80x80. Also, always save a bitmap version of the Avatar first, then the .jpg.^_^
